How Electricity Billing Works in Maharashtra (MERC Multi-DISCOM Structure)
Electricity distribution in Maharashtra is governed by the Maharashtra Electricity Regulatory Commission (MERC). Unlike single-utility states, Maharashtra features distinct distribution licensees with completely separate tariff schedules, wheeling rates, and fixed charges. To accurately calculate your bill, you must first identify your distribution licensee.
Governed by MERC Case 75/2025 & Case 217/2024. Serves all Maharashtra districts outside Mumbai, plus Bhandup, Mulund, and Thane.
Governed by MERC Case 211/2024 (+ Corrigendum). Serves residential consumers in Mumbai suburban area from Bandra to Dahisar and Kurla to Mankhurd.
Governed by MERC Case 210/2024. Competes with AEML in Mumbai suburbs and supplies select city connections with competitive lower-tier rates.
In Maharashtra, your per-unit cost consists of two separate components: the Energy Charge (cost of power purchase) and the Wheeling Charge (cost of the physical network). For instance, an MSEDCL user consuming 0–100 units pays ₹3.96 Energy + ₹1.60 Wheeling = ₹5.56/kWh total. An Adani suburban consumer in the same slab pays ₹2.65 Energy + ₹2.28 Wheeling = ₹4.93/kWh. Fixed charges and a statutory 16.0% State Electricity Duty are added to the total.
Official MERC Domestic LT-I Tariff Schedule (FY 2026–27)
Direct comparison of total effective per-unit rates (Energy + Wheeling) and monthly fixed charges under active MERC Multi-Year Tariff Orders.
| Consumption Slab | MSEDCL (Mahavitaran) | Adani Electricity (AEML) | Tata Power (TPC-D) |
|---|---|---|---|
| 0 – 100 Units | ₹5.56 / kWh (3.96+1.60) | ₹4.93 / kWh (2.65+2.28) | ₹4.30 / kWh (1.90+2.40) |
| 101 – 300 Units | ₹12.40 / kWh (10.80+1.60) | ₹8.13 / kWh (5.85+2.28) | ₹7.10 / kWh (4.70+2.40) |
| 301 – 500 Units | ₹16.63 / kWh (15.03+1.60) | ₹9.38 / kWh (7.10+2.28) | ₹11.64 / kWh (9.24+2.40) |
| Above 500 Units | ₹19.13 / kWh (17.53+1.60) | ₹10.63 / kWh (8.35+2.28) | ₹12.64 / kWh (10.24+2.40) |
| Fixed Charges (1-Ph) | ₹130.00 / month flat | ₹90 / ₹135 / ₹160 (slab-tiered) | ₹90 / ₹135 / ₹160 (slab-tiered) |
| Fixed Charges (3-Ph) | ₹435.00 / month flat | ₹160.00 / month flat | ₹160.00 / month flat |
Statutory Basis: MSEDCL (Case 75/2025 & 217/2024), AEML (Case 211/2024 + Corrigendum), TPC-D (Case 210/2024). Electricity Duty is 16.0%.
Worked Example 1: 106 Units under MSEDCL (Flagship Benchmark)
Single-phase household consuming 106 kWh in Pune/Thane under Mahavitaran:
- • Base Energy Slab 1 (0–100 units): 100 × ₹3.96 = ₹396.00
- • Base Energy Slab 2 (101–106 units): 6 × ₹10.80 = ₹64.80
- • Total Base Energy Charges: ₹460.80
- • Wheeling Charges (106 units @ ₹1.60): 106 × ₹1.60 = ₹169.60
- • Fixed Monthly Charge (Single-Phase): ₹130.00
- • Illustrative FAC benchmark (₹0.1585/unit): 106 × ₹0.1585 = ₹16.80
- • Taxable Base Subtotal: ₹460.80 + ₹169.60 + ₹130.00 + ₹16.80 = ₹777.20
- • Maharashtra 16% Duty: 16% of ₹777.20 = ₹124.35
- Total MSEDCL Bill: ₹901.55
*Effective rate: ₹8.51 per unit. Energy, wheeling, fixed, and duty rates are statutory under MERC Case 75 of 2025; FAC (₹16.80) is an illustrative benchmark based on the standard ₹0.1585/unit floating fuel surcharge. Reconciles to the penny with the Mahavitaran billing engine at these parameters.
Worked Example 2: 106 Units under Adani Mumbai (AEML)
Identical 106 kWh consumption in Mumbai suburbs under Adani Electricity:
- • Slab 1 (0–100 units): 100 × ₹4.93 (2.65+2.28) = ₹493.00
- • Slab 2 (101–106 units): 6 × ₹8.13 (5.85+2.28) = ₹48.78
- • Total Energy + Wheeling Charges: ₹541.78
- • Fixed Charge (Single-phase 101–300 tier): ₹135.00
- • Taxable Subtotal: ₹541.78 + ₹135.00 = ₹676.78
- • Maharashtra 16% Duty: 16% of ₹676.78 = ₹108.28
- Total AEML Bill: ₹785.06 (₹116.49 less than MSEDCL)
*Effective rate: ₹7.41 per unit. Demonstrates how Mumbai distribution utility tariffs compare.
How to Check & Audit Your Maharashtra Electricity Bill
Whether you receive a bill from Mahavitaran, Adani, or Tata Power, check these key parameters:
On an MSEDCL bill, locate the 12-digit Consumer Number and 4-digit Billing Unit (BU). The BU identifies your local division and sub-station.
MERC mandates showing Wheeling Charges as an independent line item. Ensure this is not counted twice by checking the rate breakdown.
Under Case 211 Corrigendum for AEML and MERC rules, loads exceeding 10 kW incur additional demand charges of ₹250 per 10 kW.
Verify that duty is calculated at 16% on (Energy + Wheeling + Fixed Charges). Fuel Adjustment Charges (FAC) also attract 16% duty.
Common Mistakes Consumers Make in Maharashtra
- Comparing Mumbai Suburban Bills with Mahavitaran Bills: A bill for 300 units from MSEDCL is significantly higher than an AEML or Tata Power bill because MSEDCL cross-subsidizes state-wide agricultural feeders.
- Ignoring the 100-Unit Slab Boundary: Under MSEDCL, crossing 100 units increases the marginal combined rate from ₹5.56 to ₹12.40/kWh (+123% jump on subsequent units!).
- Misunderstanding Wheeling Charges: Consumers often mistake the wheeling charge for an unauthorized surcharge; it is a legally separated grid transit component mandated by MERC.
